Accommodations Tax Advisory Committee
The purposes and objectives of the Accommodations Tax Advisory Committee shall be: (A) To solicit from individuals and organizations requests or proposals to promote tourism in the county through advertising, promotion and providing those facilities and services which enhance the marketability of the county to attract and provide for tourists; (B) To conduct studies necessary to develop a recommended annual work program for submission to the County Council; and (C) To make recommendations to the County Council on the expenditure of all revenues generated from the accommodations tax as provided for under S.C. Code §§ 12-35-710 through 12-35-730.
Bethel Fire Tax District Board
Created and established for the purpose and function of providing rural fire protection services.
Bethel-Lake Wylie Land Acquisition and Preservation Parks District Board
The Board of Bethel-Lake Wylie Land Acquisition and Preservation Parks District ("Board"), which shall consist of five (5) members appointed by the County Council, who must be residents of the area encompassed within Bethel-Lake Wylie Land Acquisition and Preservation Parks District, which shall assist and advise the County Manager as may be requested by the County Manager, and which shall recommend the user service charge(s) applicable to the District.
Bethesda Fire Tax District Board
Created and established for the purpose and function of providing rural fire protection services.
Board of Assessment Appeals
The County Council finds that there was established and created by Act No. 1342, Acts and Joint Resolutions, South Carolina General Assembly, 1968, the Board of Assessment Appeals in the county, which board existed to review and make decisions on appeals regarding property tax assessments. The County Council further finds that the requirement of a Board of Assessment Appeals is continued by S.C. Code §§ 12-37-90, 12-37-110, 12-37-970, 12-39-340, 12-39-350, 12-43-210 to 12-43-310. The County Council finds that there is a need for a Board of Assessment Appeals. This section and sections following are intended to provide for the structure, organization, composition, powers, duties, functions, appointment and terms of office of members of the Board of Assessment Appeals.
Board of Disabilities & Special Needs
Be the administrative, planning, coordinating and service delivery body for the county services for persons with intellectual disabilities, related disabilities, head injuries, and spinal cord injuries funded in whole or in part by state appropriations to the State Department of Disabilities and Special Needs or funded from other sources under the state department's control and it shall be a body corporate in deed and in law with all powers incident to corporations; etc.
Board of Zoning Appeals
The function of the Zoning Board of Appeals is to hear and decide appeals where it is alleged there is an error in any order, requirement, decision, or determination by the Zoning Administrator, and to authorize upon appeal in specific cases a variance from terms of the Zoning and Development Standards Ordinance. Seven members are appointed by York County Council.
Building Board of Appeals
To review and make decisions on citizen’s appeals concerning the enforcement of the York County Building and Code Ordinance.
Catawba Mental Health Board
To provide for the administration of the community health services program. To review and evaluate mental health services and to report its findings and recommendations to the State Mental Health Commission. To recruit and promote local financial support for the programs, and to promote, arrange and implement working agreements with other social service agencies.
Catawba Regional Council of Governments
To enter into and promote cooperative programs and coordinated action with and among its members, and other governmental and non-governmental entities. To study and make recommendations to its members regarding such matters it deems appropriate. To prepare and when necessary revise plans and programs to improve the areas governmental services, and to insure its orderly development. To perform technical assistance services. To perform technical assistance services for local governments upon request, provided that all arrangements for such services are approved by Council. To assist the local governments within the region in carrying out any plans and programs prepared and adopted by the Council.
Catawba Regional Workforce Investment Board
The function of the Board is to assist the Catawba Regional Council of Governments in administering the Workforce Innovation and Opportunity Act.
Economic Development Board
The York County Economic Development Board will support the furtherance of economic development programming, activity, siting, and activity within the County and enure to the public benefit and welfare of the County.
Flint Hill Fire District Board
Created and established for the purpose and function of providing rural fire protection services.
Keep York County Beautiful Board
Keep York County Beautiful (KYCB) has active interest in protecting York County landscapes and waterways. The Board works to accomplish this mission through projects promoting litter reduction; beautification of public places; waste reduction, recycling and environmental education. KYCB does not create ordinances or handle environmental enforcement. KYCB vision: A well-educated empowered community committed to beautifying York County through a diverse range of litter prevention, recycling and environmental solutions. Applicants must pass a background check as KYCB offers education/outreach events for all ages. Board members are asked to volunteer time for events and programs to accomplish the mission. Lake Wylie Marine Commission
The Lake Wylie Marine Commission was formed to preserve and protect property and wildlife and to promote public safety on sections of Lake within York County, SC and Mecklenburg and Gaston counties in NC.
Lake Wylie Parks and Recreation District
Lake Wylie Parks and Recreation District is created and established for the purpose and function of providing recreation facilities and services therein, to be operated as an agency of the County under the direction of the County Manager, who is hereby authorized to exercise all powers and perform all duties necessary to the proper rendering of recreation services therein. There is hereby created and established a Board of the Lake Wylie Parks and Recreation District, which shall consist of five (5) members appointed by the County Council, who must be residents of the area encompassed within Lake Wylie Parks and Recreation District, which shall assist and advise the County Manager, as may be requested by the County Manager, and which shall set and recommend the user service charge(s) applicable to the District.
Lesslie Fire District Board
Created and established for the purpose and function of providing rural fire protection services.
Newport Fire District Board
Created and established for the purpose and function of providing rural fire protection services.
Oakdale Fire District Board
Created and established for the purpose and function of providing rural fire protection services.
Olde English District Commission
An umbrella organization to promote tourism and visitation in of Chester, Chesterfield, Fairfield, Kershaw, Lancaster, Union and York Counties. The Olde English District Commission, one of 11 tourism regions in the state, was established by the S.C. General Assembly in 1982.
Planning Commission
To prepare a comprehensive plan and program for the physical, social and economic growth of the County. To revise the plan periodically to insure the orderly development of the County. To prepare strategies and proposals for the implementation of the comprehensive plan. To conduct surveys and studies of existing conditions and probable future growth and development matters in York County.
Riverview Fire District Board
Created and established for the purpose and function of providing rural fire protection services.
Rock Hill-York County Airport Commission
To provide for the operation of a public airport, create policies for and have authority over and generally control all activities regarding the use of any municipal airport belonging to the City of Rock Hill.
Rock Hill/York County Convention & Visitors Bureau
Raise the profile and boost the economy of York County thru tourism and destination marketing while also contributing to the quality of life for residents.
Stormwater Appeals Board
The Stormwater Appeals Board is hereby authorized by York County and shall be referred to in Divisions 13 and 14 as the Board. The Board shall consist of five members appointed by the County Council. Members shall have professional or educational experience in engineering, land surveying, hydrology, geology, landscape architecture, ecology, environmental sciences, earth science, soil science, natural resources, chemistry, or other commensurate professional or educational background.
Veterans Memorial Park Advisory Committee
The Advisory Committee shall be authorized to exercise such powers with respect to the functions of the Advisory Committee as shall not be inconsistent with the general policies established by County Council or County Management for the ultimate administration of the Park, and pursuant to that authority shall be empowered to: make recommendations regarding the design and layout of the park, the appropriate and necessary amenities and facilities within the park, the acquisition of such equipment considered necessary to meet the needs of the park, the purchase, lease and ultimate disposition of personal property, held in the name of the County for the exclusive use of the park.
York County Culture & Heritage Commission
Enhance museum-specific and general administrative functions; further the development of the county's cultural resources; preserve the artistic, cultural, historical and natural history heritage of York County; create a more unified and accessible collection related to the County’s shared cultural heritage.
York County Forever Commission
Created to promote the conservation of natural resources; to identify and promote the development and preservation of historical resources; to promote outdoor nature-based recreation; to encourage and promote tourism emphasizing natural, cultural and historical resources in York County.
York County Library Board
The Board of Trustees of the York County Library is created by law to act as the citizen control or governing body of the library. Legal responsibility is vested in the Board of Trustees, which is the policy making body for the library system. The responsibilities of the Board of Trustees include, but are not limited to, employing a competent Library Director, working along with the Library Director to formulate all library policies and regulations, enhancing public relations, promoting library interests, procuring funds adequate for a progressive library program, controlling library funds, facilities, and equipment, and cooperating with other public agencies.
York County Natural Gas
To construct and operate a system for the transmission and sale of natural gas, and to hire employees, enter contracts, establish rates, issue bonds, and exercise the power of eminent domain for this purpose.
